U.S. International Trade Commission's Final Adjudication of Double Reverse Industrial Damage to

On December 6, 2018, the United States International Trade Commission (USITC) voted to make a definitive final ruling on industrial damage to large diameter welded pipes imported from China and India:

(1) The affirmative final ruling of anti-dumping industry damage and the negative final ruling of countervailing industry damage are made for imported large-caliber welded carbon alloy steel line pipe (LDW carbon and alloy steel line pipe) from China, and the affirmative final ruling of double-reverse industry damage for imported large-caliber welded carbon alloy steel line pipe from India.

(2) Make a definite final cut of double-negative industrial damage for imported large-caliber welded carbon and alloy steel structural pipe from China, and a final cut of double-negative industrial damage for imported large-caliber welded carbon alloy steel structural pipe from India.

(3) Large caliber welded stainless steel pipes imported from China and India. (LDW stainless steel pipe) makes a negative final ruling of double anti-industrial damage. The U.S. Department of Commerce will issue anti-dumping duties on large-caliber welded carbon alloy steel pipelines imported from China and anti-dumping and countervailing duties on large-caliber welded carbon alloy steel pipelines imported from India. Anti-dumping and countervailing duty decrees have been issued for large-caliber welded carbon alloy steel structural pipes imported from China.
