Is it ok to use E6010 as a root filler when welding new AH36 steel to existing rusted and deteriorated AH36 steel and then covering it with E7018 electrodes?.
6010 has an astounding ability to chew through rust to get to good steel.
It is the perfect rod for welding old rusted steel to new steel, however...
6010 root , 7018 fill and cover is an extremely common weld repair procedure.
You will need to clean the weld quite thoroughly after running your 6010 root pass to remove any remaining rust or weld slag before running your 7018 cover passes.
An edge-on wire wheel on a small right-angle grinder is the preferred tool for this.
6010 can eat rust, but 7018 is not so good at that trick.
Removing all of the residual cellulosic flux/slag from the root is critical since 7018 reacts quite badly to those contaminants.
